On April 10, 2010 LC-PHRF approved the following Bylaw change by a 2/3  vote:

1. Eliminate Article 4.3 and change Article 7.1 to read:

These Bylaws shall be implemented by a majority vote of the LC-PHRF Committee.  These Bylaws shall be changed only upon a two-thirds vote of the LC-PHRF Committee and only after the last race of one season and 30 days before the first race of the next season.

Previously both articles said pretty much the same thing except one had the 30 day requirement and one did not.

2. In APPENDIX NUMBER TWO: After the section entitled "SYMMETRICAL USED WHEN ASYMMETRICAL IS STANDARD" insert the following section:

ASYMMETRICAL USED WHEN SYMMETRICAL IS STANDARD

If an asymmetrical spinnaker is used on a boat configured for a symmetrical spinnaker, a credit will be added to the rating if the spinnaker tack is set in the normal genoa/jib position on centerline with an optional pennant of 2.5 feet or less.  A spinnaker pole, bow sprit or symmetrical spinnaker shall not be used at any time.

The credit added to the rating shall be as follows:

+9 Seconds - If the area of the asymmetrical is equal to or less than the area of a symmetrical with a 165% Mid Girth designed for that boat.

+6 Seconds - If the area of the asymmetrical is greater than the area of a symmetrical with a 165% Mid Girth but less than one with a 180% Mid Girth designed for that boat.
